Try swapping out the #3 Tail main relay with another one. The air pump relay would be a good one. Then see if it works.

As Erdeniz said, it is difficult to troubleshoot an intermittent problem. It seems you are losing power to the ignition circuit. Does the "cruise on" light stay on steady when you are having this trouble? I would check where the previous owner messed with the wiring on that stop/run switch. Could be...

Take the side cover and reverse handle off and let's check for some voltages on that reverse lever switch. The brown/white wire should have voltage when the ignition switch is on. You said you did not have power on the yel/red at the Reverse Switch Relay. You have to have power there to operate that relay and that lets the ground through from the neutral switch to the A relay. I would start with the reverse lever. Move it into reverse position and back a few times to exercise the contacts on that switch. That switch is known to be troublesome. I don't see any interval for changing the fork fluid in the service manual. I think every 2-3 years would be a reasonable interval, provided you don't see any leaks in between.

The LCD will have power to it when the ignition switch is in On, Acc or Park. The only time it is off is when the switch is in the off position.

Seriously, if I needed a starter relay, I would get one from Honda. They are made to take the hard service they will have to endure. The cheaper ones, if they work at all, might not last very long. Just my opinion.

Here is a link to how to replace the fuel pump with an after market pump. Reason being the original equipment pumps are pretty expensive but also very reliable. Anyway it has a lot of detail about how to do it as well as some good pictures.

The big wire toward the front with a single wire going to a connector is the +battery lead. I believe it is labeled "B". The wiring diagram shows it to be a blue wire but it looks black to me.
