My guess would be an intake air leak. Check boots to runners and the intake O rings, most obvious.....

Have you tried forcing it out with a grease gun? Some have had luck with that method.

The melting could come from too much corrosion on the electrical connections or is it possible the starter is pulling too much amperage and needs to be cleaned out and lubed?

Could be the starter is in need of a rebuild. The carbon from the brushes gunks up the workings. You could jump directly to the starter (disconnect wiring to eliminate bike wiring) to see if it is the bike wiring or the starter as the problem.

Switch range (per manual) 98-102 C. For testing purposes the switch needs to be maintained at that range for at least 3 minutes. Somewhere I read someone had theirs function at 104 C. Slightly out of spec. but still worked.

Not sure if you checked but, make sure the rear brake lever is returning all the way up. The rear brake pivot point is an often missed lubed maintenance step.

You don't state, but do you stand flat footed when at a stop? A lot of 'ease of handling' will start with that ability. If you don't, look at the rear air pressure setting to see if lowering it will help to get flat footed. Next would be to modify the seat padding to get the seat lower and/or narrow...

I'm thinking that the amount of motion required to make the function work is very small. IE the difference in TRAC 1 and TRAC 4 settings doesn't change the pistons allowable travel very much, they are only metering a small amount of fork oil in or out to change the response. I think, because I found no detailed 'how does it work' that you've assembled it properly (that's how mine looked). The 'sleeve' is pushed in toward the fork and adjusts the flow of fork oil through the assembly. This is to reduce the dive under braking. I had no luck finding that spring either.....
