The Blue Relay is Relay #7, Position Relay. It is a normally closed relay and it is used to control the Position Lights. It will have nothing to do with starting the engine.

I would start by checking the vacuum operated fuel petcock. If you do not have a service manual or have not read how to test that fuel, valve, bypass it and see if the symptoms cease.

Personally I believe the voltmeter is probably all you really need. The amp meter will give you additional information but I don't really think you need one.
