You shouldn't see any DC voltage on them. They should read 400-500 ohms, and if you switch the meter to AC volts you should see them generate a very low AC voltage (way less than a volt, tiny AC pulses actually) when you crank the engine. It's these tiny pulses that the ECM uses to detect crankshaft...
On a 1500 90-2000 1500 If the PG is out, Tach won't register anything while cranking, won't be a spark, and fuel pump will only run while cranking starter. 88-89 models the fuel pump will run a second or two when ignition is first switched on, then stop.
I kinda don't think the chrome is original, might be on the '83 Aspy, but the '80 STD covers are just brushed aluminum w/clear coat like the rest of the engine....
It's the grommet buttons that hold the valve cover tightly against the head. If the rubber in the grommet buttons is compromised, they won't leak but you won't have full pressure on the main valve cover gasket and it will leak.

Isn't there supposed to be a foamy sort of thing which rubs on the cam lobes for the points? You put a little lube on the foamy thing which helps reduce wear on the rubbing block for the points...
If the exciter connection on the Compufire has two terminals and the connector from the bike only has one, check to see if you are applying exciter voltage to the correct terminal....
Does the radio's station memory work? If not, check your "Back-up" fuse (Think it's in the relay box next to the fuse box), seems that fuse is necessary for the radio display.
Water shouldn't have bothered the starter any. But no results from bridging the terminals on the relay points to starter problem. You might give the starter a couple whacks with your screwdriver handle to see if that does anything, but it sounds like time to get out the voltmeter and other tools and...
One easy test you can do is simply jump across the two main start relay terminals with a screwdriver. If the starter cranks the engine when you do that, pretty certain the culprit is the relay.
Well, an update... Nice and warm out today, so I fired up the 1100, still running on just the Left cylinders, and drove it around the neighborhood.
