If this is that Carter pump from a couple months ago, sounds like its working as it should.

Do you get much of a response using the knurled knob in front of the gas cap to adjust the idle up or down?

Could there be a leaky/cracked vacuum hose issue now?

I think you just NAILED it!! When the voltmeter says "Houston we have a problem", you know you should find a shop within 100 mile radius so it gets fixed, or hopefully make it back to the barn if you're within that 100 mile limit. The headlight fuse is going to extend the radius a bit too.

You're gonna love the improved feel with the Braided SS brake lines. Since you're going to need to recharge/refill the brake lines with new DOT4, consider adding a buck or two for Speed-bleeders for both front calipers and the rear caliper. two black boxes on top of the rear fender?? Take a pic of them, , ,there shouldn't be anything there except for possibly the fuel pump relay and the BAS that are in that same area. The PO might have put an "amp" or "booster" for a radio (common place to stick stuff under the seat).

That black box is the ECU/ECM(Engine Control Unit/Module). Many of the electronic parts will give/get a signal/power from it.

Your '89 will have a relay under the trunk near the pocket there, on the right side of the bike which powers your fuel pump for about 2 sec's as soon as you turn the key on.

The B.A.S. (Bank Angle Sensor) is on the right side of the bike above the right saddlebag, which has to be working in order to start the engine. The kick-stand (side stand) has a "switch" that needs to be working correctly before the engine will run. Both can be by-passed or removed but I'm not sure...
