Here in PA obtaining a permit requires passing a written test only . A local HD dealer offers training courses, sponsored by DOT. I plan to participate as well. It's hard to recall ... but I believe I did have tubes collapsed. I can't recall of springs were in or out when measured 5.5" . If springs were in, I can't see them displacing 8 oz. of fluid . I needed to drill the caps to provide air to drain the forks.
Oil drained from lower fork ports, as normal.

I recall measuring 5.5" from oil to top of fork when I installed new springs...

I can hear the oil squishing when I excercise the suspension.
Feels so better.

93 1500 SE ...57k mi ... 3k are mine, a new to me bike . I installed new progressive springs. Better. But something else is not right w that front suspension - harsh fork impacts when a pothole or rough road was encountered ... So I drilled and tapped a port in the fork cap, and out comes ... I saw an FB6 recently and was admiring the seat... The rider approached and stated it was a Russel Day Long seat. It looked comfy. He stated it was, and that it is heated too. Very good investment he chided. $1200 for the seat, on a 2013 bike. Oh I want one. My original 24 yr old seat is lacking big...
