Use a meter and check that the clutch switch actually works. Same with sidestand switch. Do you have a factory service manual with the wiring diagram?

I would take a look around the switch for evidence of Bubba's handiwork like spliced wires, wads, of electrical tape, and such. Without any power to the magnet your's do not push to cancel by default? Or does pushing just cause a pulse to be sent to the magnet? From what you described it seems that if the magnet never got power, you would have what you want.

DOT 5.1 is glycol based and can mix with DOT 3/4 fluids. It is only DOT 5 that is silicone based and can't be mixed. This is a great example of a really stupid naming convention. Might be worth looking around a little for sources of that buzz. Steering stem bearings, wheel bearings, handlebar clamps, etc. Goldwings, especially the 6 cylinders, flat don't buzz, when they are right. The dealers used to balance a nickle on the false tank and rev it to redline without it falling...

Standard aftermarket expanding bar end weights for 7/8" (22mm) bars should work once you pull the end caps. Not sure if there was anything OEM for a 99. As smooth as these are, bar end weights are a solution looking for a problem that isn't really there.

Adjustment for the choke cable. Your clutch is hydraulic, so basically self adjusting.

I'm with you on this on my GL1500. It almost never cancels when I want. Either way to early or a little late. Honda does have a solution for you after many years, but you probably won't like it. On the new 1800 there is a checkbox to disable this in the software.
