If you have the time, you might as well take yours apart and find out what is wrong with it. You've got nothing to lose.
If the condition is ok and you can repair the problem, that would be great. If not, you can still look for another engine.

Pretty straight forward to rebuild, but hard to get parts. Typically it is easier at this time to get a good used engine.

If you rode it a few miles with the oil pressure light on, the engine will be junk. Start looking for another one.

In the something new everyday file. I need some of those pegs, too and was going to follow my own advise and order some ABS rod to make them out of. Also Honda has been using that same peg design as long as I can remember, at least back into the 70s. So if you have a bike salvage yard, you could harvest some pegs from just about any Honda. Of course they have also been breaking off since the 70s so that might be easier said than done. Just a tho...

I'm just going by the wiring diagram, so I'm not sure of the locations.

If that is it, you can check it for power in and out, and check it's connected to the pump.
Looks like it get an ignition signal, so it's not just a plain relay.

Just running a feeler gauge through to measure them is not that big a deal. If they are within spec, you're done and have peace of mind. You can make a new one out of a chunk of ABS using a small grinder or even just a knife or some files.

Does it look like the starter has been replaced? If so the gear that mates with the starter can be broken by forcing the starter on with the bolts. That will cause the symptoms you have. All depends on how they are wired up and what the values are. It's possible that someone changed it from a single resistor for both coils to one for each coil. Worth a try, but not likely to fix it unless you get lucky and something is loose.
Torque is 55 Nm for the six main bolts and 10 Nm for the small one at the bottom.

Be aware that on most older Hondas the oil filter bolt is a tube with a relief valve inside it. If you have to apply heat you should replace it. If it takes unreasonable force to remove, it should be inspected and checked for function as it can be distorted and no longer work. If you don't have that...

I believe those insulators had very thin paper gaskets on each face. Either make some new gaskets or use some sealer very sparingly would be ok. Are you talking about the fuel pump?
The wind from riding makes it hard to say where it's coming from. How about just running the engine stationary on the center stand, and then it might be more clear where the leak originates.

You really only need a single retorque after replacing the gasket and warming it up. Not likely to do anything once your gasket starts failing.
And no, you do not want to break all the bolts loose once the gasket is seated.
