As far as I can see, the only paint scheme available in 1990 which included blue paint was indeed a two-tone scheme, viz. Commadore Blue Metallic / Triton Blue Metallic. Welcome to the forum. Yes, the VIN would tell us. Or a picture of the rear of the bike and the cockpit (gauges and handlebar controls). SE should have correct SE badging on rear (as would an Interstate or Aspencade) although these emblems sometimes get removed or changed. Does look like a 1990 Carme...

NADA guides usually will list original MSRP. If not able to find, ask where you register your vehicle (BMV or town office) will know because they charge excise tax based on MSRP.

If the bike's been sitting they are probably old and dry and the oil that tells of a leak has gone away. Once you start pounding up and down the road they MIGHT start to show leaks. Now if your tubes are really clean, you could use one of those sealmate devices to make sure there is no grit in there...
