Certainly. That valve needs to flow freely when there is vacuum applied to it. With the engine not running, there will be no vacuum and no flow through the valve. Maybe you need to test the valve. I think the c-clip, washer and spring needs to be removed so a new seal for the final drive can be installed.

I found on mine that chain tension doesn't seem to matter on checking the clearance,but if adjustment is necessary then I would slack off on chain, I think Honda put this in so the mechanics did not miss a step and try to adjust with the chain tight. The manual is correct. They do specify to release the tension on the cam chain.
Personally, I have not found that it makes any significant difference on the three that I have done.

The wire and any connector you are soldering to needs to be clean. If it is bright and shiny, it is most likely clean. If you already have them, take a look at the life expectancy in hours of the bulbs. I think it is printed on the back of the package.

Rubber Boot - 33112-KPB-003 - $8.17 from Partzilla. These are from a 2003 but they are all the same.

Rubber Boot - 33112-MAT-611. $8.35 from Partzilla. These are from a 1998. It is the same on all the wings from 1989 to 2017. Honda changes numbers frequently.

With a bike that is 37 years old, I suspect a vacuum leak from old cracked hoses would be more likely to cause an increase in RPM.
