I generally stop unless it seems they already have help on the way. Being stuck on the side of the road sucks. Been there done that a few times and have been grateful for all those who stopped to help. It doesn't matter if I'm on the bike or in my cage, I at least still and check if they need help or not.

I go along with @Viking but will add that if a biker is in trouble and not on the phone he/she will most likely be making eye contact with oncoming traffic.
I will slow and offer a thumbs-up. If not responded with another thumbs up I'll pull over. Or if they're not watching the traffic and looks like they're fiddling with a troubled bike I'll stop. A phone or others present tells me stopping not needed.

I don't care what they are riding...
a car, I am very careful in today's world and have my Ruger LC9s in my right pocket with my hand on it, until I determine if the one signalling for help, actually needs it.
