Front fork leaks

I took the bike out for the first ride of the year after it sat covered in my Minnesota garage for the winter and it has a small oil leak under the front left fork...the oil seems to be coming from the top of the fork. Does this mean I need to replace the seals..I know the person I bought to from claims to have just replaced the front fork seals before I bought it ?

Do you mean the very top of the fork or the top of the slider? If at the top of the slider then yes it's the seal, I have seen them installed upside down or a flaw in the fork tube can make it impossible to seal.
