Permatex #2 and ethanol gas

I'm old school,A weep in a fuel bowl was sealed with a very thin layer of permatex #2.
The ethanol in the gas dissolved the black stuff and near plugged the idle jet causing surging on the 88.
I pulled the carbs and this is what I found.

The jet was cleaned and returned the engine back to normal

What is permatex #2? and would it have been used on purpose or by accident? In other words, was it added to the fuel on purpose? If so, why? what would it gain for the driver?

It's a gasket material, used to form seals and gaskets.

I have used Permatex #2 and #1 for many years in many applications.It has always performed as expected until now.As soon as it hit the ethanol gas,it started to dissolve and separate.The black part coated the jet hole and near plugged it up and the rest collected into a gray mass in the bottom of the bowl.I've never seen that before.
