I am trying to help somebody with their 83 v45.
The petcock has 3 hoses running out of it.
The largest hose exits the bottom of the petcock and goes to the carbs to supply fuel.
Another of smaller diameter seems to be routed just a few inches in length to the cylinder wall.
The third one exits the petcock horizontally towards the front of the bike and is not connected to anything but has enough length to reach the tank near the front.

I have not removed the tank yet, I am guessing that the hose needs to be connected to the fuel tank maybe?
At worst it may not be the correct petcock, dunno.
Any help is appreciated.

One of those lines is surely a vacuum line, probably the one that is trying to reach a cylinder. The petcock is mounted to the bottom of the tank, so nothing needs to connect back to the tank. That last line might be a drain line, away from hot things on the bike, in case of petcock failure.

Yes, the line that goes into the round section. is a vacuum line. The petcock also functions as a low pressure fuel pump. The round part has the pump diaphragm.

The fuel line (in pic with hose clamp) seems to be fine.
The small, short hose (in forefront of pic) is connected to the cylinder, also seems ok.
The one in question is the one that exits horizontally at about 3 o'clock position.
You can see it running behind the fairing in the pic.
It occasionally dribbles gas when it is running, enough to smell it.
Havent diagnosed whether or not it dribbles gas on acceleration or deceleration.

You might look for an online parts fische to see the routing. Maybe one of the popular parts houses ie Cyclemax etc that have the fische for the Gold Wings might also have other Honda models..
