exhaust tips

I have been seeing alot of exhaust tips being added. What does this do to a stock exhaust? [GL 1100], does it make it quieter or just cosmetics.

It is sorta half and half. Mine are more cosmetic than functional, but they do turn the exhaust downward so that my trailer does not get any soot, if there is any. The pretty triple tips and the louvered tips are likely more cosmetic, with very little function. More function could likely be derived from complete exhaust replacement by Cobra style pipes and those power loop pipes.
