wandering at low speeds

I have a 81interstate,and i can't keep it in a straight line below 40mph,have new tires front and rear and good bearings.

Check: steering head bearings for proper torque.
front tire for scalloping/cupping.

Also check your rear swingarm pivot bearings - the swingarm pivot was the cause for this problem when I experienced it on my GL1100.

You might also want to read through Suspension problem symptoms and potential solutions
