HELP My number 2 carb wont adjust (no vacuum), I had them off a couple of times and cleaned them but didn't find anything obvious, compression is good, could someone give me any ideas

If there's compression,the cylinder has to suck air.If there's no restriction there will be no vacuum.The restriction is the carb throttle valve,"O" ring where the carb mounts to the head and the rubber coupler.
