new starter won't turn the engine

Bought a 79 GW on craigslist. When i try to start, the starter makes a violent rattling and popping sound with an electrical whirl. Would only catch the connection to turn the engine after several times of putting in gear and rocking it backwards. I bought a new starter and charged the battery and the same thing is happening. What else is there to do? I made sure the sprockett/starter/chain all line up. extremely frustrating, can anyone help?
