At the bottom of the new topic or post reply page is a "upload attachment" tab. Click on that and then "browse" to locate the picture file. Then "add the file".

It's easy to include pictures in your messages.
When you're writing your message, you'll see two tabs below the text entry area that say "Options" and "Upload attachment". Click on the "Upload attachment" tab. You'll now see a "Browse" button. Click it and use it to select the picture file you want to include. Type a short description of the picture in the "File Comment" box (this will be show in the message under the picture), then click "Add the file."
You can do this several times if you want to add more than one picture to a message.
