You say that the battery is fully charged. How do you know the battery is fully charged?
Do you put a volt meter on the battery terminals to determine that? That would be how I would do it.
Then I would leave the volt meter terminals on the battery so I could monitor the voltage when the ignition is turned on.
Have you done that?
Have you made sure that the battery terminals are tight on the battery posts?

Yes I put a voltage meter on the battery and it reads 13.5 the problem is that when I turn the key to on nothing powers up if I turn it to Acc. Radio comes on clock and dash comes on switch back to on and every thing goes off

What does the voltmeter read when you're doing this?

Normally, the voltage will drop when you turn the ignition to ACC or RUN. But in your case, how much is it dropping?

If the Off/On/Off switch is 'ON',
and the ignition is on, and the tranny is in neutral, the headlights should burn and the Dash Lights should be ON.

does that happen?

when you press the start button, the headlights go OFF/out.

unless, the bike is modified like mine is, I have HID lowbeams controlled by an oil pressure switch, that is to prevent the power supply from cycling with Key/Start functions.

I have a voltmeter connected directly to the battery terminals. ( yes, it is ON all the time ).
I can watch that VM and diagnose the starting cycle with ease.

to ease worries about the VM draining the battery, it is ALWAYS on a Battery Tender when parked in my garage.

The words made bold are confusing...

When you turn the bike's ignition switch to the ON position, the neutral lite goes from ON to OFF? Is this repeatable?

Is this motorcycle in gear?

Neutral switch...sidestand switch...clutch switch...
