The lock cylinder and mechanism can be obtained at a local hardware store or on Amazon. The latching piece can be made in a garage with a grinder, drill and a file.

You can find lots of those locks on Amazon if you do a search for "cam lock".

However, 99% of them are simple pin tumbler or tubular core locks. These locks are extremely easy to pick open with rudimentary, easy to obtain (and make) tools. There are a few on there that call themselves "disc tumbler" locks, these are equally as poor for security. Most of these can be opened easily with a paperclip.

I would go with an actual disc detainer cam lock, like this Abloy lock (a good name) which will resist most low-skill picking attacks.
