Sounds like sticking sliders, they need to be very, very low in friction and a near perfect fit. Not the best carb expert on this board, so I do hope others chime in.

Or the throttle is not being returned back to the set screw(binding cable)
Also,that bike should idle down around 800-900 rpm and run smooth.

Yes, the throttle must "snap" back and if not, you cannot be sure it is always closing all the way. An idle that drops then rises is sometimes a throttle return issue.
