Is it using points and condenser or has it been converted to electronic ignition?????
And firing on 1 and 3 would indicate a fuel problem as 1 and 3 come from separate coils.

Might try removing the plugs from 2 and 4 and laying them on the cylinder head plugged in to the coil lead. If they fire just fine, then I think Virgil may be right about the carbs.
