I have a 78 GL1000 that I have resurrected after sitting in the previous owner's garage for 8 years or so. I finally have it running and it goes pretty well but when I let off of or turn the throttle back to the idle position the engine slowly returns to idle. When at idle it idles great just a bit slow to return. Both cables seem to respond quickly enough and the carbs are newly cleaned and floats adjusted per specs. All other aspects of the fuel system seem to be in perfect working order.

Have you synched the carbs yet? That is usually the cause of slow return to idle. Especially after a "carb clean".

They were synced just after install but that
Was 500 miles ago and many adjustments or tweeks
With idle and air fuel. Will check it again.

There are dozens of reasons why your bike may be 'slow to return to idle'. Poor sync is only one of them. Go here and here for more information.
