On mine bearing in mind I have triked it running a 2.79 diff on 25" dia wheels. doing 60mph @ 3000rpm
Standard GL diff 3.400 with 26" dia wheels

Re: RPM @ Cruising
I would if I could, but I can't... don't own one. I bet if you look for an owner's manual online, it will give estimated RPMs for given speeds. I can tell you that a GL1100 (1981) does 4000 RPMs (give or take) at 60 MPH... I know that doesn't help.
I am wrong as often as I am right concerning what is wrong with someone else' motorcycle without having seen the machine in person. Guessing with limited information, as to the source of the trouble, is sketchy at best.

3000rpm at 60mph =/- is what the 78/79s turn. That is normal.

With stock wheels the tacho should read almost dead on 3k at 50mph.
Hope this helps.
