Hole in #1 Carb

I've been overhauling a set of carbs that I bought second hand and have never run.

When I came to bench synch the throttle butterflies, I've noticed a strange hole that I don't remember seeing when I had the carbs apart.
It's in the #1 carb about half an inch across from the three small idle fuel holes. Picture attached.

Does anyone know if that should be there? And if it shouldn't, dare I try to fill it?

Vacuum port for the air cutoff valve.
