Wondering what this is under only one timing belt and not the other.

What is this under timing belt?

Those are the marks used to identify the correct crankshaft bearings.

How do you read the marks? What does the paint mean? Just wondering how to tell what kind/size I have.

You also have to have the crankshaft out. There are #s on it and you match them with the mark on the block to get the correct bearings. The paint doesn't mean anything.
