Starter won't turn over with plugs in

A buddy and I picked up a '78 gl1000 for $500. Were used to smaller displacement bikes, so this is definitely a learning experience. We rebuilt the carbs, replaced the starter solenoid, found an airbox, new seals and oil, etc. Stuff we know how to do. When attempting to start, it would crank once then stop and the starter looked like it was arching inside the case. Removed all the plugs and it turns over perfectly. Put in one plug, it turns over, but slowly. Two plugs: nothing. We swapped it out for a new starter: same thing. Any thoughts? Did we buy a lemon?

i am going to assume that when you replaced the starter relay and starter that you cleaned their connections as well as the battery connections to a bright, shiny copper. what about the battery itself ? have you tested the battery or tried a jump start ? these big'uns need a healthy starting system.
