Gas tank de-rust and lining issues

The gas tank on my 1976 is rusted and I've been reading up on de-rusting and lining solutions. While there are several well reviewed products available, there a couple of issues I haven't been able to resolve.

1) There are filters covering up the 2 gas pick-ups at the bottom of the tank. How to apply the liner without completely clogging the filters? I've emailed one of the product suppliers but have not received a replies.
2) I'd like to powder coat my frame and associated pieces like the gas tank. The liner products appear not to be able to sustain the temperatures required to cure the powder coat. This seems like a problem as it appears generally recommended to line the tank before painting/powder coating for fear of damaging the exterior coating while doing the lining??

Anyone have any helpful experiences?

That is precisely why I abhor POR15

use the Electrolysis method to clean the tank, it will also clean the screens at the same time.

No heat is required.
