Carb problems

Hi you all. I have a 1976 Goldwing 1000 went and changed the Felts on the carb body. Wonder if the butterfly things in the carb are on right or not? I put it back together and fired her up and it seemed to me that the carbs were stuck almost all the way closed. I tried turning the throttle and seemed to be only going half way or less. Did not move or adjust the cables and put them back on the same way i took them off. Cylinder 3 was really cold to the touch and cylinder 2 was medium temp. Number 1 cylinder and 4 were hot and it idled at 4000 Rpms and stayed that way until i shut her down 10 minutes later. It was pissing gas out the bottom somewhere when i turned it off. Don`t know what happen as it was running good the year before. I don`t know what or where i should start looking to solve this problem. Any and all help is much appreciated. Thanks in advance.
