Update ... I rechecked all the float seals and float levels. I made some adjustments ... but now they appear to be sealing properly and I don't think there's anything more I can do there.
When I split the plenum I found that I had previously put one of the guide pegs/tubes in the wrong hole ! Rather than in the bolt hole it was in the air hole right beside it. Moved the peg and used a new gasket (though the old one was still fairly new) and decided to try another bench test before going further.
Still leaking - watching carefully, the gas is filling up the plenum from the carb side and not the middle where the gasket is.
Also, if the float seal was leaking I don't think the gas would run uphill to the plenum, which makes me think it's leaking somewhere where the carb attaches to the plenum.
Once the plenum then fills up enough, the gas begins to run out the carbs. (all 4)
So I'll remove each carb from the plenum and look for trouble where they attach ?
