Ignition timing and breaker points

Hi. Why does my breaker point cam not appear as the Manuel states? There is a dot punched on the face of the timing cam and the Manual says this should be in line with the rubbing block at no.1 F timing mark. I have attached pictures. My dot does not line up with the rubbing block at F1 timing mark. Why is this?
