82 gl 1100 clicks, but no starter engage, battery at 13.7

My old bike is 82 gl 1100, battery at 13.7 volts, tried to start it, just clicks, no starter engage. I could feel a relay or something close to battery that clicks when I hit the starter button. Any advice is greatly appreciated, thx.

First, as a test to prove that the starter motor is good, short across the two terminals on top of the solenoid (relay) with an old screwdriver or similar. Expect some sparks! If the starter spins, all well and good. If not, and the cable to the starter is intact, starter likely needs repair/replacement.
If starter did spin when you shorted the terminals, measure the voltage on the thick red on the terminal on top of the solenoid (relay) which comes from the battery. If it is the same voltage as the battery, measure the voltage on the other terminal on top of the solenoid, when you press the starter button. It should read battery volts (or slightly lower) when start button is pressed. If not, but the solenoid (relay) definitely clicks, likely that the solenoid needs replacing.

Tough to get a screwdriver across the terminals. A pair of players may work. You could also hook up a set of auto jumper cables and apply the positive power direct the the stud coming out of the starter.

I would investigate ground connections, especially the one under the triangular motor hanger just in front of the battery. It is hidden quite well, but there often is corrosion there which needs to be cleaned to ensure a good connection.

Also, 13.7 doesn't mean your battery is good. Many times they can hold a sufficient charge but as soon as you put a load on, they drop to a very low amount. You can leave your digital multimeter hooked up and watch the voltage while pressing the start button. It needs to stay at 9-10volts to start it. If it's dropping much below that, the battery is likely toast.
