Re: neutral light
There are a couple of reasons why you are having problems. Obviously the first is a poor wiring connection at the bulb and to troubleshoot that you'll need to pull the cluster off. The most likely thing I feel may be going on is that there are problems with the neutral switch under the water pump housing. I have the same problem and it started after I changed the water pump last fall. Here is a picture of the part.
Fixing this requires taking the bike down to the frame. Just kidding, but it is pretty involved. That little rod is the adjustment and can be screwed up easy enough. Thought I had it right, but my neutral light comes on in first gear.

Re: neutral light
Sometimes it can be carbon buildup (carbon is conductive, and it's in the oil, from cylinder blow-by) that gets into the neutral switch. Either way, the cover needs to come off to get to it and clean it. It also depends on the year of GL1100 as to the type of neutral switch you have.
