I have accumulated a 1982 gold wing and unsure of where to start first. I tank needed to be cleaned, the carbs are stuck and after removing the carbs from there resting position after 10 yrs I see more rust I am at a loss. And I am unsure of where to start to get this beauty back on the road, I am not a bike mechanic

Don't start on the carbs or tank yet.
Pull all 4 spark plugs and see if the engine will turn over.Use a socket on the back and turn it by hand only.
You want to verify that the engine is viable to run first.
There's a check list of things to do in a particular order before attempting to start it up.
Turn by hand.
Crank with starter.
Check compression.
Replace timing belts.This is a must before starting the engine.
Then tend to the carbs, fuel system problems, brakes,tires..etc.

CHANGE BELTS BEFORE cranking her over..with the starter..read through the how to articles want a complete list of getting a bike back on the road look here...
