Steering stem, Stripped threads, Safe?

On the steering stem, the threads of the outer part of the left side lower bolt hole are stripped.
(Where part #14 goes inside of part #5)

Is it safe to ride with only one pinch bolt in the upper hole?
Both pinch bolts on the other side are in, and the pinch bolt on the upper part of the forks on both sides are in.
I don't want to replace the steering stem because of stripped threads not allowing a bolt in, but I am not sure if the fork will remain secure if it is missing 1 out of the 3 pinch bolts

I would hesitant to go with missing that bolt, if were my bike.

Is there a possibility of installing a helicoil or Timesert? http://www.timesert.com/ to restore the threads?

I think it would be safe to use a timesert/helicoil on a steering stem pinch bolt. You have a few options. I have used all three of these successfully:

- Timesert or helicoil insert. You drill out the stripped threads, tap new (larger) threads, thread the insert into the larger threads, and then thread the original bolt into the insert.

- Drill out the stripped threads, tap new larger threads, and replace the original bolt with a larger one that fits the new (larger) threads.

- Drill out the stripped threads straight through out the other side, use a longer bolt, and fasten it in place with a nut on the back side. This probably wouldn't work on a steering stem, due to clearance.
