How screwed am i

Ok I am replacing the water pump and the on screw snapped. There is a small piece sticking out. I am soaking in PB blaster and afraid to drill it out.

Find 2 nuts and put them on. The last nut on tighten it against the first nut. Try to loosen the bolt using the first nut on.

That should turn right out after applying heat from a torch to the casting.

+ 1 on Ct1500 comment. If it were me, I'll apply some heat to the casing, and using a visegrip (being much secured) try to loosen it; first a little wiggle back and forth.
By being a machinist most of my life I may say that trying to drill it free hand is an impossible mission.
