RPM JUmping to high and getting stuck there

1983 Interstate, the carbs have been rebuilt and new idle mixture screw installed, on full choke, it starts right up and it has to stay on full choke until the engine warms up enough to start the radiator fan then you can take the choke off and it idles nicely at 1200 RPMs if you give it some throttle the RPMS jump up to 4000 and some times higher shut the engine off and restart it and it idles normally.
The throttle is working properly and is returning, something to do with vacuum is sticking and it is affecting all 4 carbs I am just not sure what part of the vacuum system is sticking anyone have any ideas ?????

since you haven't received any help with this, i'll jump in with what little i know.
the only thing vacuum related that i can think of is the cv sliders (technically, not true, as the jets operate on vacuum, but they wouldn't 'stick'). they could be sticking in the "up" position when you give it some throttle, and that would certainly result in high rpms.
that's all i got ... hopefully one of the more enlightened gurus will be along to advise.

p.s. your bike is taking forever to warm up. for a short hop, i could easily be at my destination before the fan kicked in. the coolant temperature sensor should be checked for resistance.

Thany you for the answer, I am assuming the CV Sliders are the vacuum cups on top of the carbs

Now this is coming from my experience with single cylinder engines so it may not apply here, but to me, it sounds like you have a vacuum leak. The fact that you have to keep the choke on until the cooling fan kicks in and the fact that the RPMs won't come back down are both symptoms of a vacuum leak on ATV and dirt bike engines.
