Coolant reservoir fill line

I'm a bit confused about topping off the coolant reservoir. When cold, should the fluid level ideally be at the top line ("FULL") or at the bottom line ("LOW")?

If manual states normal operating temperature, then seems like I should warm up the bike and then check the reservoir. Fill to the top line ("FULL") while the engine and coolant temp are hot.

I fill mine up to the top line when cold. Any excess will go out the overflow tube. Which has never happened on my bike.
