it's a timing belt and an interference engine to boot, so yes, good idea to change the belt before you get it running.
gates t274 is much cheaper than buying "honda" belts and no sacrifice in quality whatsoever.

Welcome to the forum Harryotransport

2 belts.

You can get it fired up before you change the belts but if the bike is a keeper change them before.
Most importantly....
###***Be sure to follow the instructions in the repair manual to set the engine timing marks before you take the old belts off!###***
There are How to articles in the upper left of the forum page but do get a repair manual before you tear into the bike. It's your #1 tool.

As to the water pump, if the bike has had a long nap the seals tend to dry out in the water pumps from lack of use/exercise.... So yes it would be a good thing to replace it if you can afford to. Buy one only from Honda, not a cheap seller(you will end paying twice and doing it twice if you try to buy one cheap). Last I looked, here in the USA, they were @$140 plus the gasket and seal kit.

Yes you can put a fairing on it.
