1983 brake caliper issue

Hey all just to explain my situation the title may sound misleading...
I just replaced rotors and pads on all stopping points. Here's the deal. The issue is the front right brake caliper. It's maybe got 1/2 in bite onto the rotor.. the front left seems to have full contact with the brake pads.
Now I'm thinking it has something to do with the ain't dive system. And the mounting bolt that shifts back and forth to actuate the switch for the fork is resting too far back not allowing full bite to occur for the brake pads...
I'll supply video and pics. But I thought that it was missing the collar that the mounting bolt sits in but is there and functional. I've referenced the shop manual and found nothing in regards to how to resolve this. To essential re-center the color in its hole. Any good guesses?

I rebuilt the anti dive system last Summer. This is a pic of how mine sits.
