Turn signals not working

Hello, I have been bringing an 81 GL1100 back to life and I noticed the turn signals are not working. Nothing happens when I use the turn signal switch on the left hand control. I followed the wires back and I found that a green wire and blue wire with a back strip were not plugged into anything. Does anyone know what they plug into? I found a brown and green wire with nothing plugged in behind the weight at the front of the bike. I have attached a picture of what I found. Thanks for any help.
