83 engine in an 80

I know that the engine from an 83 is almost a direct swap. my question is, how do i wire up the neutral light?

You can install the 83 engine and connect one of the two 83 wires to your existing Neutral wire.
The other wire on the 83 is for the Overdrive light which is in the 83's speedometer.

Both 80 and 83's Neutral switches provide a ground. Easy-peasy.
