Running like Crap

83 GL 1100 is running like the timing is way off , checked all the usual suspects timing belts , valve timing , carb sync, Question is , if my pulse generator is bad will it do all these things and if it was bad would the bike run at all. Seeing how it is a project to get to how do I test it to see if it is bad , side note my starter solenoid burnt up , I have been looking to see if it took any electronics with it
