fuel pump

I have 11plus volts at fuel pump plug when I plug fuel pump connector in it goes to no voltage

The engine has to be cranking for the ECM to send voltage to the fuel pump. 8-)

I assume that this is when the ignition key is on and the engine not being cranked or started right? If so, that voltage is a residual voltage through the ECM and is insignificant and of insufficient current to be a factor. Once the engine is being cranked and then started, the voltage should be at full voltage and current potential.
