I've read this multiple times and my only conclusion is... unequivocally, yes.

Your first problem is the cryptic, enigmatic way that you describe conditions.

If you gently roll the bike forwards and backwards while putting gentle pressure on the shifter, it may shift for you.
The engine may not turn over because of liquid (maybe gas)in the cylinders. Remove the spark plugs, turn key on-and engine kill switch off (to prevent a fire!!!), and then try to turn engine with starter.
Pardon me if I don't understand your questions-your text is quite unique.
My exercise bike is a goldwing.

You need to be a bit more specific when asking questions, but anyway, the bike will not start without the neutral light showing, and I think you have a gear selector switch problem. the clutch lever has a by pass switch, which allows the bike to start when not in neutral, have you tried starting with the clutch pulled in?
