My first gold wing. QUESTION- Should or shouldn't fuel just flow from the petcock with the fuel line unhooked and in the on position??
Bike has 3 gallons of fuel.

If you unhook the gas tank side; yes. If you remove the fuel line from the valve to the fuel pump / filter; no, if the valve is working correctly. The valve is activated mechanically by engine vacuum and wont open till the engine is running even when the valve tap itself is in the open position. If you have a Mity-vac you can connect it to the valve, apply a little vacuum and fuel should flow.

Thanks Joe.
I was confused because I drained the old fuel by just unhooking the line before fuel filter.
Anyway now I'm into attempting to bypass the relay. Just not getting fuel. Runs for a second or two then stalls.
