Carb slide needle guide tube removal

Does anyone out there know what the function of the long needle that attaches to the carb slides does. It goes into a tube that looks like a pressed in immulsion tube? I cant get the tube out to inspect it or clean it. on the bottum side in the float bowl it protrudes out next to the float hinge bracket. Does it draw gas from the float bowl? How is it properly cleaned? ETC ETC thanks for any help.

Mike Nixon's website has a pretty good explanation of the purpose without really stating it in those exact words. There is some other helpful information in there also.
