Reinstall Final Drive Spacer? How?

Can anyone tell me how to reinstall the final drive spacer/bushing on my 1984 Aspencade? I changed the rear tire recently and when putting everything back together I cannot figure out how it when on. It is the little cylindrical piece in the middle of the attached picture.

The metal tube kind of under the pile? It goes in the final drive from the left.

Yes the metal tube. Does it just seat in there lightly because I dont see a way to snuggly get it in.

The wheel helps hold it in place until the axle is installed.
