Odd cork plug in the air cleaner base?

Hi folks,

I've searched but I cant find the answer to my question. I have a none running 1984 GL1200. I have been cleaning and rebuilding the carbs before I even try to start it and noticed a small (1/2") cork plug in the air cleaner base. It appears to blank off a port in the aluminum that goes to the air suction valve. Can anyone tell me if this plug is supposed to be there? I am unable to find/see it in the parts manual and this is made of cork and has been coated with what appears to be silicon sealant.Thanks in advance

Maybe someone block the pollution control valve box,,,?
